Can anyone throw light on why the difference
One possible explanation is "incompetent/lazy/negligent Heralds". The Visitations of Shropshire are notoriously NOT reliable, probably because the visiting Heralds skived off and didn't do a proper job. And it's likely that was not the only screw-up.
