You are quite right, that image is totally erroneous. It was uploaded apparently by someone called Paul Elsinga. Dayan Barnett was on the London Beth Din during the time of Chief Rabbi Nathan Adler. His colleague was Dayan Aaron Levy. Dayan Barnett died in 1878 after an illness, Dayan Levy had retired, and the Beth Din was taken over by the newly formed United Synagogue in 1875.
