THE FRENCH NEUTRALS "...minutes of (a) meeting presided over by Governor Philipps (English Commander of Nova Scotia), in Grand-Pre', in 1730, when the oath of allegiance was taken..." The minutes contained the signatures of Charles de la Goudalie, PP of Grande-Pre', missonary Noel Noiville and Alexandre Bourg Belle-Humeur, notary. They read as follows: "We, Charles de la Goudalie, priest, missonary of the parish of Mines and Noel Noiville, priest, Bachelor of the Faculty of Theologians of the Sorbonne, missionarry and parish priest of the Assumption and of the Holy Family, of Pisiquid, certify to whom this may concern that His Excellency Richard Philipps Esq., Captain-in Chief and Governor-General of the Province of His Majesty, Nova Scotia or Acadia, haspromised to the inhabitants of Mines and other rivers dependent theron, that he exempts them from bearing arms and fighting in war against the French and the Indians, and that the said inhabitants have only accepted allegiance on the promise never to take up arms in the event of war against the Kingdom of England and its goverment. He was a Royal Notary, and a judge and an "arpenteur jure'. He wasat Port-Toulose in 1752, according to the marriage information of his daughter Anne, when she wed Joseph LeBlanc. He is said to have died at Richibuctou in 1760; which conflicts with other infor mation listing his death as March 1749/50.* On the list of Acadians who gave their oath of fidelity to the English on August 16, 1695, there appears the signature of d'Abraham, the marks of Bernard and ofMartin, and the signature of d'Alexandre, son of Francois a' Antoine. ....
