US Congressman. In 1862 he moved to a portion of the Territory of Washington that later became the Territory of Idaho. He engaged in mining, practiced law and was member of the Idaho Territorial House of Representatives in 1865 and 1866. He edited the Idaho World newspaper from 1869 to 1873 and was district attorney of the second district in 1874 and 1876. In 1879, he was elected as a Democrat to represent the Idaho Territory in the United States House of Representatives, serving until 1883. An unsuccessful candidate for reelection, he was active in business pursuits and built the first electric street railway in Boise City, Idaho. After retirement, he relocated to Oakland, California.
