Hugh Kinsey was born in 1585 (SIC) in England. He immigrated to Virginia with his brother Robert Kinsey in 1655, then went to Maryland in about 1659, transporting his children Daniel and Sarah in 1662. In Aug 1663, he surveyed 100 acres called "Walnut Neck", which was on the north side of the Patapsco River. It was granted to him by Lord Baltimore on 6 Aug 1664.

Hugh's brother, Robert, was in Virginia by 1646, so there's a strong possibility Hugh was there by then, also. Hugh bought land in 1659 in Baltimore Co., MD, but it looks like he didn't move there, at least not immediately (or possibly ever).

1648-1657 he lived in York, Va 1659 arrived in Maryland

It appears that Hugh was the heir to his brother Robert Kinsey's land after Robert died without a written will in 1656. On 21 May 1662, Hugh mortgages to Josh Fish of London, 500 acres of the plantation where Hugh lived, for 33 pounds and six shillings.
